Dr. Walter H. Campbell Pilot Award PURPOSE: The Pilot Award is designed to recognize a past district governor in each of the districts and a past district governor in the Multiple District, with a prestigious award for outstanding efforts, dedication and contributions during the preceding calendar year on behalf of Lionism. CONTEST PERIOD: The award shall cover only the accomplishments realized during the contest period, January 1st through December 31st of the preceding calendar year. Any other information shall make the inquiry unacceptable and void. All entries must be submitted to the district chair no later than three (3) days prior to the third cabinet meeting of the district or no later than February 1 of each year. ELIGIBILITY: All past district governors and all past council chairs whose term of office ended prior to the beginning of the contest period and whose membership is in Multiple District 35 are eligible for the sub district award. Candidate must be active and participate in District and/or Multiple District activities to qualify for the Pilot Award. Only the winners of the sub district award each year are eligible for the Multiple District award. Past winners shall not be eligible for the Multiple District or District award. The spouse, partner in service or anyone serving in that capacity shall be eligible for the award only after their partners term of office has ended prior to the beginning of the contest period, which partners service includes District Governor, Vice District Governor, Council Chair, International Director or Officer, International Officers or Directors Candidates for International Director or Higher, or President of any of the Florida entities. COMMITTEES: SUB DISTRICT COMMITTEE: ORGANIZATION: The sub district award committee shall be comprised of the zone chairs from within the district, with the immediate past district Pilot Award winner serving as chair. A quorum of the zone chairs must be in attendance for the judging. The District governor will serve as an ex officio members of the committee. The Multiple District winner will serve as the Multiple District Chair. FUNCTIONS: It will be the responsibility of the committee to review the activities of all eligible past district governors in their district and to select one whom they feel contributed the most to Lionism during the contest period. The judging will be based on the points accrued on the score sheet. Official forms, with the appropriate points for scoring nominees will be provided to the sub district committee by the Multiple District Award Chair or the Multiple District 35 Executive Secretary/Treasurer. Official forms are to included in the Lions of Florida Policy Manual. The committee shall inform the Multiple District 35 Pilot Award chair of the district winner and their nominee for the Multiple District award no later than February 20th of each year to be considered. Only those sub district nominees for whom a completed Pilot Award form was submitted to the Multiple District chair will be considered for the Multiple District award. IMPORTANT: DO NOT include the nominees name on any part of the forms or on the attached supportive enclosures which are sent to the Multiple District chair. Put the nominees name and the sub district on a plain sheet of paper attached to the front of the entry form. AWARDS: The District Governor is responsible for ordering of the district award and for paying the Multiple District Executive Secretary/Treasurer for it. The district award will be presented at the annual district luncheon held during the Multiple District convention. MULTIPLE DISTRICT COMMITTEE: ORGANIZATION: The committee shall be comprised of the Multiple District chair and the chair of each sub district. The Multiple District chair is a non voting member and is responsible for the distribution of materials, rules, forms for judging and conducting the meeting. The district representatives must attend the Spring Conference of Governor to help select the Multiple District winner. In the absence of the sub district chair, the district representative to the Multiple District committee must be a past Pilot Award winner appointed by the District Governor from the district. FUNCTION: The committee will meet at the Spring Conference of Governors at a time and place designated by the Multiple District chair to select the recipient of the Multiple District Award. The committee will re-score nominees on the basis of their judgment of the material reviewed using the official score sheets and thereby determining the Multiple District award winner. The winner will not be announced, except to the Multiple District Executive Secretary/Treasurer, and will remain confidential until the award is presented at the Multiple District convention. AWARDS: The Multiple District chair is responsible to assure the Multiple District Secretary orders the award. The Council of Governors will pay for the award. The Multiple District chair will assure that the award is available at the MD-35 convention for presentation. The Multiple District award shall be presented at a time subsequent to the sub district luncheons at the MD-35 convention, as determined by Council. AMENDMENTS: The rules of the Dr. Walter H. Campbell Pilot Award for Lionism may be amended in part, or in whole, only by a majority vote of the Council of Governors at a called meeting and recorded in the minutes of that meeting. The effective date of any change or amendments shall be determined by the Council of Governors. The membership shall be informed of any amendment by publication in the Florida and Grand Bahama Island Lions magazine and/or such other means the Council may approve.
