Dr. Rafael R. Mendez Lion Dr. Rafael R. Mendez was elected District L Vice District Governor at the District Convention in March 30, 2007. Vice District Governor Mendez joined the Maracaibo Los Haticos Lions Club in District E-1 in Venezuela in 1979, and served with distinction in various offices and committees and including as a 100% President and Secretary. Lion Rafael was an Assistant in the Latin-American and Caribbean Forum (FOLAC) in Maracaibo, Caracas, Santo Domingo, Quito, and many others. Upon moving to Jacksonville in 1998, Lion Rafael became a founder and Charter member of the Jacksonville Hispanic Lions Club. His club named him Lion of the Year in 2004. Vice District Governor Mendez has held many offices within the association, Zone Chairman (3 times), Region Chairman and Deputy District Governor. He attended the Leadership Institute for the Association in Venezuela in 2001. Lion Rafael has received and International Presidents Certificate of Appreciation and the Membership Excellence Certificate. He has also received the Diabetes Top Ten Award and is a Key Member. Professionally, Vice District Governor Mendez holds a degree in Medicine, Physician & Surgeon with specialties in Occupational Medicine, Plastic Arts and Social Communication. He is a Board member of the Venezuelan-American Association of North Florida and the Hispanic Association of East-North Florida. Lion Rafael and his wife Dr. Diana M. Cordero have two daughters and reside in Jacksonville.
